Council's Local Planning Policies that guide subdivision and development in the district.
LPP 1.1 - Residential development(PDF, 156KB)
This Policy applies to applications for Planning Approval where assessment under the Design Principles of the Residential Design Codes (R-Codes) is sought. The policy provides standards the City will use to determine whether certain Design Principles of the R-codes are met.
LPP 1.2 - Rural development(PDF, 614KB)
This Policy applies to all applications for subdivision and/or development on land zoned General Rural and Special Rural. The Policy aims to supplement the provisions of Town Planning Scheme No.6 by further guiding subdivision and development of rural zoned land and to facilitate the achievement of objectives of Council’s adopted Foothills Rural Strategy.

This policy establishes the City's position in relation to development that is exempt from requiring development approval.

This policy applies to applications for development approval for industrial and commercial development within the City.
LPP 2.1 - Commercial vehicle parking(PDF, 147KB)
This Policy applies to all applications for parking of commercial vehicles on privately owned land zoned Residential, Residential Development, Special Rural or General Rural.
LPP 2.2 - Outbuildings and sea containers(PDF, 175KB)
This Policy applies to applications for outbuildings and sea containers in Residential and Rural Zones and establishes criteria for the assessment of outbuildings and sea container applications.
LPP 2.5 - Home businesses and family day care(PDF, 146KB)
This Policy applies to all applications seeking Development Approval for a Family Day Care, and/or Home Business. The Policy provides guidance on these application types, ensuring that they do not have an unreasonable impact on the amenity of the local area whilst still providing economic growth and employment opportunities facilitated by Home Businesses and Family Day Care uses.

LPP 2.8 - Place of worship, community purpose and recreation private(PDF, 144KB)
This Policy applies to all applications for Places of Worship and provides guidance on the assessment and determination of these applications. The proposal facilitates public worship activities in appropriate locations and ensures that they do not impinge on the amenity of the area.

This Policy applies to all instances involving the placement of fill on land.
LPP 2.10 - Container deposit scheme infrastructure(PDF, 155KB)
This Policy applies to all proposals for Container Deposit Scheme (CDS) Infrastructure. The Policy ensures the location, design and siting of this infrastructure is complementary to the character, functionality and amenity of urban localities and prevent any negative impacts.
