This page is intended for residents that are: reporting substandard accommodation.
Substandard accommodation is housing that may be unsafe, unhealthy or unfit for people to live in. This can include serious structural issues, lack of essential services (such as water, electricity or sanitation), significant maintenance defects, or conditions that pose a risk to occupants or neighbours.
Who can make a complaint
A complaint about substandard accommodation can only be made by:
- The occupant of the property, or
- A neighbour who is directly affected by the condition of the property
There must be someone currently living in the property for the City to investigate.
Vacant properties
If the property is vacant, it is not classified as substandard accommodation for enforcement purposes.
Please contact the City of Gosnells on (08) 9397 3000 and ask for Building Services to discuss the issue or request advice.
Rental properties
If the property is a rental, occupants are strongly encouraged to first contact the property manager or owner and request repairs or maintenance. Landlords in Western Australia are legally required to provide and maintain a property in a safe and habitable condition.
If the issue remains unresolved, tenants may also seek advice from Consumer Protection WA about their rights and next steps.
What happens after a report is made
Once a valid complaint is submitted, the City may:
- Assess the reported conditions against relevant health and building standards
- Inspect the property, if warranted
- Require the owner to carry out necessary repairs or improvements under applicable legislation
